Development

National University of Kaohsiung was established on 1 February, 2000 . Six departments including law were then set up under the authorization from Ministry of Education. The Department of Law enrolled students in the same year.

The Department has been casting emphasis upon the teaching and research of the traditional jurisprudence education, which stands the test of time and becomes the cream of law studies. It is not only the mainstream of the current legal education, but also the basis to push back the frontiers of legal knowledge. Therefore, we have to consolidate the teaching and research of the traditional jurisprudence education, so as to solidify the foundation of the long-standing development of the Department of Law.

Besides, since September 2001 the Department of Law has created two new programs, the two-year bachelor program for those who have had a bachelor degree and the LLM program. Further, in the year of 2002, the master program for legal practitioners was also established. These diversified programs provide the people in the southern part of Taiwan a sufficient chance to study law, inspiring them to join the local legal circle. In the future, the doctoral program will be instituted in 2005, offering students the opportunity to do the most advanced legal study in our school.

The curriculum of the traditional jurisprudence education comprises civil law, commercial law, criminal law, law of civil procedure, law of criminal procedure, constitutional law, administrative law, law of administrative procedure, private international law, public international law, enforcement law, Jurisprudence, history of law institution, and so forth. In addition to enhancing the teaching and research work, the Department has introduced the following legal issues of labors and employers, environmental protection, technology transfer, intellectual property rights, and international trade into the curriculum to accommodate the needs of social development. The Department also encourages interdisciplinary education in technology to promote our teaching quality.

Career Opportunities

The future for our graduates is positively promising. The graduates can pursue postgraduate studies at domestic and/or overseas universities to be jurists; they can attend national examinations for positions in judicial or judicial administrative service, such as lawyers, judges, assistant prosecutors, notaries, and guardians; they can serve as judicial assistants through examination and selection; they can also exercise the profession of law in corporations. Since we are approaching a civilized and legal society, our graduates have plenty of opportunities to give full play to their professional knowledge and skills of jurisprudence.

As for the graduates of the two-year professional programme, they can either acquire a second expertise or receive an advanced school-returning education, so as to increase career opportunities. They can continue pursuing higher education in law studies or get involved in legal practice.

Our postgraduates, well equipped with professional knowledge of jurisprudence, can either pursue doctoral studies or go in for law to fully utilise their legal knowledge and skills obtained in school.

Support national legal constructions and cultivate legal experts
.National constructions require not only tangible constructions of economy, transportation and national defense, but also an intangible legal construction to maintain public security in the long term. Taiwan should cultivate legal professionals so that the national institution can be perfected, and the government can rule the country by law. Only when the general public is well equipped with legal concepts, the country can have long-standing public order and be promoted advanced nation. The democratic development of Taiwan reached its peak when the direct election for president was conducted. Nevertheless, social disorder is still a frequent phenomenon in the country due to different public opinions. To attain the ideal of “spiritual reform”, our reliance should be placed on the legal construction, which aims to equip the general public with high-quality law attainments. The establishment of the College of Law at National University of Kaohsiung not only provides a learning and research environment for the jurisprudence education of the University students, but also shoulders the mission of cultivating legal professionals for the country.

Reduce development disparities of law education between the South and the North and establish a premier institute of law education in the South
In terms of the distribution of colleges and universities throughout Taiwan , there is a concentration of comprehensive universities in the North, whereas there are only National Cheng Kung University and National Chung Cheng University in the South establishing departments of law and offering postgraduate programmes of law. Obviously, nurture of legal professionals is scarce in the South. Besides, lack of law and political disciplines in the Kaohsiung area for more than forty years has been a tough denunciation in politics. As an economic and industrial metropolis in the South, Kaohsiung is undoubtedly in urgent need of disciplines of economic law and financial law. For this reason, establishing the College of Law at National University of Kaohsiung to overcome the adverse balance of legal education between the South and the North is a matter of great urgency.

University education aims to nurture higher education students, who plus teachers can promote the qualities of citizens by providing input on the diffusion of knowledge and development of culture for the city they reside. National University of Kaohsiung assumes the mission and considers it indispensably necessary to set up the College of Law , so as to promote the legal education in the Kaohsiung-centred southern region.

Cultivate legal professionals in specific realms in the light of industrial and humanitarian characteristics of Greater Kaohsiung
.Kaohsiung is the dominant industrial city in Taiwan . It is regrettable that its rapid industrial development has caused serious problems in the fields of labour, environment protection, land, intellectual property right, technology transfer, and urban planning. These problems have been deteriorating. Kaohsiung Harbour is the premier port in Taiwan , the third largest cargo port in the world, and an international transshipment port in the Asia Pacific Operations Centre. With such strong international colour, problems about navigation, insurance, international trade, international finance, and international economy often occur. Hence, distinguished legal experts are in great demand to accommodate the abovementioned needs. In consideration of the development prospect and the need for cultivating legal experts who can solve the problems arisen from the industrialization and internationalization of Kaohsiung, the Department, after a number of complete and detailed discussions, decided to incorporate issues of labor, environment protection, land, intellectual property rights, technology transfer, urban planning, navigation, insurance, and international economy and trade into the curriculum, which has already enhanced the teaching and research of basic law courses, so as to highlight the jurisprudence education of the University.

Offer extension and further education of jurisprudence and provide an environment for community development education
In view of fully enhancing people's law knowledge and fully developing a sound legal concept, we established the College of Law at National University of Kaohsiung, which aims to offer jurisprudence education to our students and promote extension and further education in law to meet the ideal of educational reform in a life-long learning society. In addition to the establishment of the College of Law , the University also prepares to launch the extension education programme to provide further education for government officers, corporate managerial talents and labors. The programme offers law courses to local residents.

Establish a legal service centre to serve local residents
The programme of “Legal Service for the General Public” can provide direct legal consultation for local residents to amplify the legal value in society. In addition, it can provide students with training practice and an in-depth social justice concept through the course of service. National University of Kaohsiung will set up a legal service centre, where professors, postgraduates and undergraduates will unite in offering legal advice to the local residents.
